"Abandon chartering" email is confusing #2100

@rjsparks@nostrum.com commented I agree with the suggestion to change "ID Tracker". A quick grep shows the task would not be large. Changing the email pointed to is a little difficult. It's the generic message that goes out when state changes, listing the new and old states. We could send an additional message that was more descriptive, or look into adding plumbing to the generic message that a piece of code could use to provide details about why the document changed state. |

That's not really capturing what has happened. It should say something along the lines of "charting has been abandoned".
Also, the subject containing "ID Tracker" is confusing, since this is not about an ID. Maybe we should change the term to "Datatracker" everywhere?
