A couple of chairs noticed that there is a new button visible to them saying "Request closing group". However, chairs have no rights to click this button. My guess is that this button shouldn't be visible to the chair..? =r was the intention to actually provide a new functionality to the chair to request closing to the ADs?
Also I assume the process is now that when I as an AD request closing, there is a manual step involved...? Not sure why that is... I think it should be fine to just close the group right a way and only generate a email to the secretariat to indicate if the mailing list should be closed or not.
Also I added some information about the closure (for tcpinc) in the respective instructions field because I was assuming that would also show up in the history. I think having some information available to the general public on why and how a group was closed could be useful and should probably even show up on the closed wg datatracker page directly, e.g. information about which mailing should be used if further questions come up or why exactly a group was close (success or failure...)

The request closing button being visible to chairs is a bug, introduced during a refactoring of how group features and characteristics are handled (moving group characteristics form code to data in release 6.82.0 last year. I have a patch ready, and will commit and apply it once the test suite concludes.
The instructions field are for instructions to the secretariat when closing the group, as indicated by the text above the 'Instructions' field.
With respect to closing a group immediately, rather than having the Secretariat do it, I cannot judge that. There could be reasons in the secretariat workflow that would make that bothersome, or it could be that it's no problem at all. Maybe it would be best if you touched base with the secretariat about that, and then the IESG, and if things look good, add a new ticket for this? We'd be happy to do it if it's wanted, but I think it's a decision that cannot be taken purely on a datatracker code basis.
I interpret the third paragraph above as a feature request to have a new "Closing notes" field. I've created a new ticket #2725 for that.
