Description

I was trying to post a refresh of a draft and it didn't validate because I had repeated the '@anchor' attribute values. I got a generic message saying it failed. While we do want to make a bigger, more correct, fix at some point, perhaps the generic "submission failed" message could be changed to add a suggestion like: "(You might want to process your doc at the author-tools ...link here... to check for parsing and other nits.")
