Could this not be done with a custom XSLT script with the bibxml as input that Ole can run locally?

I think the script might need to touch more than just bibxml, but something could be built around the datatracker v1 api and the new bibxml service, but that's not something the tools team is planning to do.

Closing this as a not-planning-to-port (the existing code is quite complicated, and very tools-server specific). If there's enough interest in the long run, we can look at re-implementing it as above. Maybe a community member will pick it up at a sprint.
