Write and add some pages with advice for would-be IFComp entry authors.

Topics include:

An adaptation of the "How to Win the IFComp" intfiction.org thread (jmac has extra notes on this)
A survey of text-game-creation tools and communities
Tool-specific advice on adding credits to one's game
A list of what's OK (and what's not OK) in terms of publicity while the comp's afoot
