The statement in line 213 in IUA.b, Rev.1.2 from September 21, 2019, states:
IUA is not a substitute for documenting, establishing, and modifying these legal agreements. It is a method by which those agreements are enforced.

While the first part of the statement is obviously true, the second is not correct. IUA defines no method by which the agreements are enforced, but a method to retrieve and communicate claims used by other actors to enforce the agreements.

refactored the relevant parts to clean up the terms as discussed during the July F2F meeting.
