update migration scripts to include data population for CI tools

The default mappings and lookup values for the CI export system should be part of the basic upgrade migration for v2.3. It will greatly ease user's challenges to deal with the complexities of the CIR if they don't need to worry about loading in the default data themselves. Since we already have the population script, new adopters won't encounter this issue -- just upgraders. So let's just build it in.

v2.3 - that ship has sailed Sascha. Besides, we have no idea what competencies/session types other schools put into their ilios instances out there in the wild.

For new installs, we provide a mapping in the default data population package.
