* Created docs/source/CHANGELOG-docs.md * Added CHANGELOG-docs to the documents index in a TOCtree. * Added an automatic CHANGELOG-docs update workflow on a Cron schedule. * Added some dependencies in requirements_dev.txt to preview reST changes. closes #43
