In general you don't have to have a complete icon pack. You can modify the one you want and the missing icons will come from breeze-icons (by default, you don't have to do there something). So it's easy to modify only the folder icons or the app icons, ... and everything else use breeze. You can make also an icon pack where you change only one icon and everything else, ... come from breeze (which will be updated for example by the kde community).

To make an icon theme you need an
index.theme

You can check any kde icon theme from the store (where I would like to suggest you to add your icon pack too)
