DocumentRestService - getDocument returns a empty collection if document was not loaded

In case the method DocumentRestService.getDocument was unable to load the document the rest service currently returns an empty collection. this is wrong and a NOT Found Exception should be thrown instead.

Otherwise a client can not verify the existence of a workitem.
