feat: add backward compatibility for single license key

User Story

As an admin, I want single license key to work with access all addon license key so that I will never miss useful license notices.

Visuals

Possible Solution

As we are planning to revamp addon setting page and giving option to only use one license key to access all addons (depends upon per bundle).
Existing single license key addon activation can break with this change, so we will update license handler logic to adapt new change.
