fix: ensure state field appears properly as required for default country

Bug Report

User Story

As an admin, I want to show the state field as required.

Current Behavior

State field does not show up as required field (if required) for default selected country on first time donation form load.

Update

I found that state field was required but the only icon was not showing with the label when float lables enabled.

Expected Behavior

State field must show up as required ( if required ).

Steps to Reproduce

1. Set Palau as default country
2. Set Offline donation as default payment gateway with billing infor mation required.
3. Visit the donation form.

Acceptance Criteria

• I can see the state billing field as required even when loading donation form the first time.
