If user gets past 10k search result limit, show explanatory error message #3421

If someone is using Explore or IDentify and gets past the 10,000th record in the search result, we dont show an error message of any kind. The page often just spins, which leads to confusion (see https://forum.inaturalist.org/t/some-pages-wont-load/30877).

If we're able to catch this error, we should display an understandable error message. Something like

We're only able to return 10,000 search results. Try adding more filters to reduce the total number of results in your search.
