Make 'refresh' link visible on user's lists' listed taxa

There's likely some bugs and/or delays in how user's lifelist listed taxa stats get updated https://groups.google.com/forum/#!topic/inaturalist/B_GIgpW731Y

As a short term fix, we could make the 'refresh' link on listed taxa (currently visible to site curators on place checklists) visible on user's lists' listed taxa to give users more control of their life list stats given any bugs/delays
