From https://forum.inaturalist.org/t/gps-not-extracted-from-metadata-in-web-uploader/36507 I can replicate. See discussion here in Slack for a link to the example photo. Basically, if you import/drag the photo into the web uploader, iNat doesn't fill in the location data. @kueda wrote

the problem is the exif js library we use isn’t reading the lat / lon from the file, but weirdly, when i resize the image in Preview, it works. comparing the exif of the broken original and my working copy reveals nothing other than the replacement of GPS Date/Time with GPS Date Stamp, which might be something the library is using to determine if there are coordinates.
