The schemes and scheme_types data sources and the associated namelist items are being moved here, since they are specific to N2KHAB monitoring.
And overwrite them by running the generate_textdata workflow in n2khabmon. The result has been checked to not differ from the original in n2khab, for schemes & scheme_types, and to represent the portion needed from n2khab's namelist.

schemesandscheme_typesfrom package {n2khab}. Also the code that generates both data sources is moved in here.read_schemes()andread_scheme_types()from {n2khab}; they will be deprecated there. Their code has been adjusted to return the same data as before, since these functions rely on other {n2khab} functions.
