Create/update the existing recommendation for blacklist/whitelist and add it to the website.

Process is essentially:

  1. Convert recommendation from GDoc draft to MD file
  2. Make PR for public comment period
  3. Publish PR when public comment period is complete

I see that whitelist is shown prominently in https://inclusivenaming.org/word-lists/tier-1/, but blacklist is "hidden" inside https://inclusivenaming.org/word-lists/tier-1/whitelist/

It would be better if the "whitelist/blacklist" duo was shown in https://inclusivenaming.org/word-lists/tier-1/ like "blackhat-whitehat" is.
