The service shut down; they now require an API key with a limited amount of free requests.
Let's see if there is a good alternative, ideally without having to get an API key - but if there is a free service providing good data that has reasonably high limits we can go for that as well (and possibly reduce the frequency of geoip lookups to once a month or so instead of doing it on every single crawl)
