Summary

Add the ClientConsensusState definition in ibc mock proto file
https://github.com/informalsystems/ibc-rs/blob/master/proto/definitions/mock/ibc.mock.proto

Then fix impl TryFromRaw for AnyConsensusState for mock consensus state.
