Why Module::Install 1.10 is needed? #2

I have two questions:

(1) Why META.json declares dependency on Module::Install if the only used module is Module::Install::Base (lib/Module/Install/TestBase.pm:5)?

(2) Why the (now) latest version 1.10 is needed? The code comes from Test-Base and that works with older Module-Install too.
