Allow for Toggling recast functionality

Goal

The user should be able to turn on and off the functionality of elytra-recast without removing the mod

• A Keybind
• A Settings option

The user should have some way to tell whether or not it is on or off

• A Persistent overlay on the screen displaying whether not it is active
• A by checking the settings to see
• A hotkey that outputs in chat

It is now possible to toggle the functionality through the config, this should be added as a keybind to open the config ingame.

This has been added as a config value with full support of custom keybinds and manual config toggling
