When af-packet is not build we can avoid to build a large amount of code.
If no link layer header is reported then it is a raw header.
This way we avoid an error message when sniffing on a non Ethernet device.

Update of #1916 fixing build when af_packet is disabled. Initial commit is fixing that by disabling most af-packet code when not built in.
