conway drep registration: expose ledger anchor parameter

Note

I chose not to expose the ledger's StrictMaybe type, so I used Maybe instead as I felt this is what is done already. Let me know if I'm wrong.

Context

This is required to attain a desired API in cardano-cli, see IntersectMBO/cardano-cli#198 (comment)
