db-sync never submits transactions to this can just be removed (replacing it with localTxSubmissionPeerNull) and thereby freeing up the type constraints by a tiny amount.
Specifically drop all uses of TopLevelConfig (because it required significantly more setup than strictly needed) and use more specific CodecConfig instead.
