Support P2P relay in infrastructure

Why

Following the completion of #1326, we want to be able to deploy a Mithril network with an optional P2P network layer supported by the Mithril relay

What

Implement a P2P version of the infrastructure of a Mithril network that is actionable with a configuration parameter, and create a first dev network for this that will be deployed with the Docker image test and Test network deploy manual workflows.

How

• Deploy separate commands for node types in infrastructure
• Implement Mithril network with P2P actionable feature
• Display peers configuration in terraform deployment output
