Prepare testing-sanchonet for respin with Cardano 8.10

Why

A re-spin of the sanchonet network is expected with the release of Cardano node 8.10. We want the testing-sanchonet network to be ready when this occurs.

What

Upgrade the testing-sanchonet network to support the re-spin of the sanchonet network.

How

• Test new version 8.10 in the e2e test and in the CI
• Update the infrastructure for re-spin:
  • Update default value of cardano_configurations_repository_commit in terraform variables
  • Update the CARDANO_NODE_VERSION in the GitHub environment variables
  • Update the networks file in the repository
  • Prepare roll-out of the new Cardano node in Release 2418 distribution #1614
• Setup era transactions
• Recreate SPO
• Re-genesis the network
