Issue

Following issue #585, we need to decommission the mode of signer registration where the signer is not verified.

To Do

  • Update dev blog post to explain decommission
  • Deactivate allow_skip_signer_certification feature flag in mithril-common and mithril-end-to-end
  • Remove non certified SPOs in test networks
