[Feature Request]: The staged-dependencies.R script should allow defining the packages to install.

Feature description

In some of the job, we do not need to install all dependencies.

E.g. We can pass the packages list into renv::restore()

Usually it can be handled by cache, but in many options it can speed up the process of getting feedback.

It can also be useful on other system, not only GitHub.

I'm not sure how it can impact non renv environment, but it will research this later.
