Add a config option to allow specific hosts to bypass/negate the affects of the connflood module in InspIRCd 2.0. Appears to affect very busy webirc/cgiirc hosts.

EDIT: my bad, m_connflood doesn't care about that, will add this feature

m_connflood now ignores e-lined users
