Modified Look & Feel (site header, page header, footer) in order to make website compliant to EWG - Standardized Template

Good afternoon,

Upon reviewing the PR in a local instance of the VALIDATOR, we've identified the following issues that would need addressing:

• When in a Test-Report section, clicking on "Test-Reports" in the menu redirects us to the Home page instead of the expected general Test-Reports page.
• Similarly, clicking on "Test-Selection" in the menu while in the Test-Selection section redirects us to the Home page instead of a new Test-Selection page.
• On the Test-Reports general page, users are able to navigate to the next page even when there are no more reports available, resulting in the display of "negative numbers of reports":
