Create Collection and Create Site Button Should Stay Visable at Bottom

Currently when you load ResourceMap at both the collection and site lists -- the create collection or create site button falls off the bottom of the screen. This requires a lot of scrolling up and down to do a routine action.

I would expect that these buttons would dynamically anchor at the bottom of the screen regardless of the screen size, length of list of sites, or length of list of collections.
