format avc mp4 tag logic is inverted

Describe the bug

Running download_sample_videos.sh on a system with no soc-dgpu image will produce an error. After looking at the logic the tags are inverted.

To Reproduce

Steps to reproduce the behavior:

1. build only sco-soc image (remove sco-dgpu:2.0 if it exists)
2. Go to ./benchmark-scripts
3. run download_sample_videos.sh
4. See that the sco-dgpu:2.0 is being used instead of the sco-soc image
