If you were just doing stuff in the 1.0 branch, you might have hit #677. The short workaround is to run python setup.py egg_info. or you can install cve-bin-tool in your venv using pip install -e .

(Note: if you're working on 1.0 and 2.0, it's best to use separate venvs for this. But hopefully no one but me is really doing much with the 1.0 tree right now.)

I was using a new venv only. Running pip install -e . solved the issue, Thanks @terriko
