Disclaimer text is absent in WHOIS record of blocked and reserved domains #1070

May require rest-whois changes (check that once registry creates disclaimer key, it is visible in HTML version).

Given eis.ee displays some custom disclaimer, I don't see a reason why disclaimer key is present in JSON version in rest-whois.

Also I think it's worth making some global config for this text (in WHOIS db). Currently it is created for each WHOIS record. Or actually make it configurable on in rest-whois. Registry itself has nothing to do with it.
