There's language about this in CONTRIBUTING that needs to be changed as well I believe.

@dblock I updated both CONTRIBUTING and RELEASING. I'd appreciate a look-see! Let me know if there's any confusing language ... I think I rewrote most of this three times, but I think there's still room for improvement.

AFAIK this is fine, rebase/merge at will.

By updating to the "Keep a Changelog" format, we can more easily
identify changes that necessitate different levels of version bump. This
change updates the changelog to the new format and updates the
contributing and releasing guides with new instructions based on the new
changelog format.
