Is your feature request related to a problem? Please describe.
A package upgrade (to minor or patch version) need to follow some preliminary steps (stop Monit, stop PacketFence services, etc.).

Since merge of #6583, an upgrade to a minor version is performed through a script but for a patch version, we have to manually run each step and don't miss anything. Otherwise, you got weird issues (see #6693)

Describe the solution you'd like
Adapt {do,run}-upgrade.sh to perform upgrade to a patch version (X.Y.PATCH).

Moving milestone but I think scripts need smaller adjustments to work.

@nqb Is this going to get bumped as it would be great to push this out with 12.1
