Define and implement a standard set of tags to use in front matter of the markdown documents that feed docs beta-site content, with an aim to this vocabulary later forming a taxonomy to be used for deeper feature integration (e.g. glossary term highlighting, automatically generated links to external resources, etc).

Closing this in favor of #119, since our biggest use of this was to generated "related (external) links" to content, and #119 provides a proof of concept of larger-scale taxonomy work.
