When new lots or auctions are posted, email users.

This is low priority since most users find out about auctions via Facebook or club meetings.

The non-social media part of this is done, but needs a bit more testing and needs to be added to cron

This is "good enough" for now -- there's a lot more that can be done here from social media campaigns to better formatting in the email.
