Org-wide/global repository configuration management

It would be nice to change repository settings for all repositories in an organization, e.g disallowing merge commits, delete head branches on PR merge. This would make it much easier for organizations to ensure consistent behavior among repositories, and to easily re-configure when development guidelines/policies change.
