Could you please include the instructions to reproduce the OSS-Instruct dataset in README?

I've found the generation script here https://github.com/ise-uiuc/magicoder/blob/main/src/magicoder/generate_data.py

Hi @imoneoi, we put the instructions at README-DEV.md. More details will be updated in the next few days such as the environment setup and how to reproduce every step. Let us know if you encounter any errors when running the script.
