Verify deck for validity before game starts

The start of the game should be conditional on the players' decks being valid. Valid means that there are at least 60 cards and there are no more than 4 of non-(basic energy) cards.

The check should be made, but it should not be the full requirements since that would make dev testing difficult at this time. More cards would need to be made before the full requirements would be possible since we just don't have enough cards at the moment.
