Fix local check - or make it optional

This https://github.com/isotoma/django-zap/blob/master/zap/backends/postgresql.py#L18 makes docker sad because the internal network setup is not true for any of those checks.

We could either get rid of it entirely (and rely on the fact that surely nobody would be stupid enough to run it on production) or make it optional.
