The remote clusters in the primary-remote multicluster doc aren't really "remote clusters" as documented in the glossary. The instructions are just installing default Istio, but delegating discovery to the primary cluster. The remote cluster is using its own istiod for CA and injection.

The instructions should be changed to use the new "external" profile to properly configure the remote clusters. More information: istio/istio#32469 (comment)
