Make envoye2e bazel buildable

Describe the feature request
The istio/proxy envoye2e tests are only runnable/testable via the go tool directly. It would be great if the tests also could be run using bazel as it would make it a lot easier to run these tests rather than having to do so via the Makefile when rest of the repo builds using bazel.

Describe alternatives you've considered
Status quo which requires us to use go mod and importing the test infra code via go modules rather than bazel imports.
