ein GET auf /businessActions/beanstandeteWahlbriefe/{wahlbezirkID}/{waehlerverzeichnisNummer} liefert aktuell ein 204 no content wenn es keine beanstandete Wahlbriefe entsprechend der Pfadvariablen gibt. Meiner Meinung nach wäre es konformer hier 404 zu liefern.
