Aktuell ist es in im Code fest codiert dass anhand des Keys wahlbezirksArt aus dem SecurityContext bestimmt wird um welche Art Wahlbezirk (Urne oder Briefwahl) es sind handelt.

Da die Information von außerhalb der Anwendung kommt, z.b. der Keycloak in der Ausführung rein aus Github-Services, sollte der Wert konfigurierbar sein.
