Update Panel packs with latest working preferences

Background

We have enabled SETs to view working preferences answers in the application view. The panel pack (Google drive document) now needs updating to correctly present the new working preferences answers.

Description

Added converter classes to handle different versions of the working prefs questions.
Outputs html for jurisdiction, location and additional working preferences questions. Updated the nodescript.

The work for this ticket was completed in the digital platform codebase.

Testing

Need to test both version 1 and version 2 of the questions work ok.

Version 1 questions will be for existing exercises (created prior to April 2024). Use the following:

Steps

1. Use an exercise which has applications. If it doesnt already have applications then you will need to create one.
2. Create a panel
3. Click the Export To Google Drive button
4. Note the reference numbers of the exercise and application and locate the report in Google Drive.
5. Ensure the data is displayed correctly according to the answers in the application.

The work here is purely back end in the digital-platform.

As there are no UI changes @drieJAC has added the testing instructions to this ticket. It is fine to use the main admin-develop and admin-staging URLs for testing.

Up to you whether it goes to UT tomorrow or just has internal testing by the product team. As and when you are happy I guess the label can be changed from 'Needs internal UT' to 'Passed internal UT'... or be removed. The ticket can then be closed
