Apply button guidance message

Background
Back in July/August, we added a message relating to application guidance above the Apply button: 'By clicking the apply button you are agreeing that you have read all the information on the exercise information page and any guidance referred to.’ The intention was that this message would only appear when an applicant was about to submit their application, but it is permanent and displays in adverts/info pages for exercises not yet launched, as well as on info pages for exercises that have closed for application.

User Story
As the Policy team, we would like this message to be triggered when an exercise launches for application and automatically removed when the application window closes so that applicants are reminded about the guidance before submitting their application.

Feature(s) Description

• Appearance of the message 'By clicking the apply button you are agreeing that you have read all the information on the exercise information page and any guidance referred to' should be triggered by an exercise launching for application.
• Appearance of the message should similarly automatically be removed when the application window closes.
