Bug: Qualifying Test Has Incorrect Count When Mop-Up Test Is Initialised

Background

Bug: When a mop-up test is initialised there are no initialised responses in the 'count' field of the QT in the db.
The result is that the Open Tests button does not display.

Acceptance Criteria

The Open Tests button should display when the mop-up test is initialised.

User Testing Steps

• Create a mop-up test
• See that the Open Tests button displays
• Ensure the following field in the QualifyingTest collection has the correct number of activated tests:
  count.initialised
