The CLion CMake generator (currently examples/cpp/clion.py) should regenerate CMakeLists.txt when needed.

A basic version of this was implemented with f16ce42.

It can be improved by not overwriting the CMakeLists.txt if nothing changed, thus preventing CLion from rescanning it. This could improve responsiveness.
